How Much the WhatsApp API Costs Starting October 2026
Starting October 1, 2026, Meta charges for WhatsApp API service replies. Mexico rates, a worked example and how to pay less.
If your business serves customers through the WhatsApp API, via a chatbot, a CRM or a platform like Twilio, your bill changes this Thursday, October 1, 2026. Until now, replying to a customer who messaged you was free for 24 hours. Starting on that date, Meta begins charging for those replies after the first 1,000 messages per phone number each month, and it also raises the marketing rate in Mexico by about 30%. This is not a minor change: for a small business with solid support volume, it can mean hundreds or thousands of pesos more each month. In this article we explain how Meta charges now, how much each message type costs in Mexico, a worked example with real numbers and what you can do to keep costs under control.
How Meta charges: per message, not per conversation
Since July 2025, Meta stopped charging per conversation and began charging for each delivered message. The price depends on two things: the message type and the country of the number receiving it, not your company's country. If your business is in Spain and messages Mexican customers, it pays the Mexico rate. There are three template categories: marketing, for promotions and campaigns; utility, for order confirmations, appointment reminders and shipping notices; and authentication, for verification codes. On top of that comes whatever your provider charges, since almost no one connects directly to Meta: some add a monthly fee, others a fixed per-message charge, like Twilio at half a US cent. Note: all of this applies only to the API. The free WhatsApp Business app on your phone does not carry these charges.
- Marketing: 0.0397 USD per delivered message, about 73 Mexican cents. Before October 1 it cost 0.0305 USD, an increase of roughly 30%. No volume discounts.
- Utility: 0.0085 USD, about 16 Mexican cents. The list price covers the first million messages per month; after that it drops by up to 25%.
- Authentication: 0.0085 USD, at list price up to 250,000 messages per month.
- Service messages, meaning free-form replies within the 24-hour window: the first 1,000 per month per number are free; after that they cost 0.0085 USD, with no volume discounts. This is the most important change.
- Utility templates sent within that 24-hour window: previously free, now charged from the first message.
- Meta's AI agent (Meta Business Agent): 2 USD per million tokens since August, around 4 to 5 US cents per reply.
- Still free: the 72-hour windows that open when a customer messages you from a Facebook or Instagram ad.
What it costs a small business: a worked example
Imagine a dental clinic or an online store that handles 3,000 customer conversations a month, averaging four replies each: that is 12,000 service messages. After the 1,000 free ones, it would pay for 11,000 at 0.0085 USD, or 93.50 USD. If it also sends 2,000 appointment reminders or shipping notices, add 17 USD, and a promotional campaign to 1,000 customers adds 39.70 USD. Total: about 150 USD a month, roughly 2,760 Mexican pesos. Under the previous rules, the same operation cost around 47.50 USD, because replies were free and marketing was cheaper. The difference is about 100 USD a month, nearly 1,900 pesos, without changing anything in the business. And that is only what Meta charges: your provider's fee comes on top.
Five ways to pay less: combine into one message what you now send in three or four bubbles; use WhatsApp forms (Flows) to collect several details at once; classify your templates correctly, because a shipping notice labeled as marketing costs almost five times more; take advantage of ads that open free 72-hour windows; and ask your provider in writing whether it passes Meta's rate through at cost or with a markup.
With per-message billing, a chatbot that answers in five bubbles what it could say in one is no longer just annoying: it is expensive.
What should you do this week? First, check with your provider or in Meta's billing dashboard how many service messages you send each month; if you exceed 1,000, you are already in billable territory. Second, audit your templates and automated flows to remove messages that add nothing, such as repeated greetings or duplicate confirmations. Third, consider coexistence mode, which lets you keep handling one-to-one chats from the free app while using the API only for automations and campaigns. Keep in mind that Meta adjusts its rates every quarter, so it is worth reviewing them in January, April, July and October. At Kyloo, we integrate the WhatsApp API with custom systems, CRMs and point-of-sale platforms, and we design flows that resolve more with fewer messages.
